Amplifies magic damage
The Simurgh is a powerful ally for any spellcaster. It's first ability, Feather Darts, enables spell casting allies to assist it with its own magic damage. It can also bond with a ally, becoming a Wizard's Familar, allowing it to copy its ally's spells. It can grant any ally or enemy bonus mana with its Arcane Flood, forcing them to cast spells lest the lingering mana explode from within. It's ultimate ability, Nova Wings, dramatically amplifies all spell damage in a local radius.

Lore & Flavor
The Simurgh did not know what was before it.
It was quite sure it was a portal of some kind. Yet few dare to tread into the Arcane plane, and so portals were a rare find. Curiosity (and perhaps, boredom) got the better of the ancient beast. It decided to poke its head into the glowing purple circle. Perhaps it would find something better than endless mana streams on the other side (delicious, but all to cliche).
As it emerged from the other side, it found curious little beings screaming. They seemed afraid, some lifting up rods of a sort, others brandishing sharper rods. How curious. The Simurgh stepped through the portal fully and unfurled its wings.
Instantly, the scene descended from noise into chaos. Sparks rose from the beings, who were now moving away from it and the rapidly closing portal.
Oops.
The Simurgh tried to fly by flapping it wings. Instantly, fireballs, lightning bolts and ice shards flew throughout the cave. Some hit the small beings, who in some cases ceased their vocalizations and in others increased it to the deafening pitch. The Simurgh was now quite annoyed by the commotion. And the fact that there was something above it blocking the skies.
Its head drooped. Surely it did not come here to never fly again.
It took a while for it to find the exit to the structure it was in (and more small beings (they don't taste nice)). Emerging into a dark sky, it scanned the air and found what it wanted. Someone was channeling mana.
The Simurgh was hungry. It took flight to the source.

I really like the idea of this hero, but I think it could use some work. With Largo in the game Arcane Flood is currently way too weak as a support tool and as an offensive tool you're just actively helping your opponent.
Nova wings being bad for your allies also seems unfun.
I actually think Arcane Flood is quite potent outside of certain heroes like storm or lesh. A 450 nuke after a enemy blows all their spells is quite strong. I think the symmetric effect of Nova Wings is also good, similar to how Oracle's edict has slight grief potential.
Alright, it seems to be your first time with new interface as talent tree is left empty and Aghanim effects aren't tied with subsequent abilities. Additional info also isn't utilized well.
