This item is intended to provide an item-based alternative to silence. The active ability bashes enemies who cast spells, meaning you can prevent a hero doing spell damage at all during the curse. The spell damage reduction pulse is a way to apply (a worse version of) the Mage Slayer debuff without attacking, and only activates if the cursed hero casts a spell, meaning that deciding to get one spell off could reduce the whole team's damage output by 10%. I intentionally didn't buff the bash effect so that Abyssal stands out as the best item for a bash. It's sort of like Gleipnir in that it builds from a single target dps item into a crowd control item. It does pierce BKB, though, so it can be used to partially nullify a carry in their most important moment.

Ah yes, 1,500 gold does add up with those items. Defiantly balanced to get all those stats and buffs for that cheap. (Maybe check your math for the pricing of the item.) For real tho, we dont need more items that screw with casters. We already have BKB, Pipe, Eternal Shroud, Mage Slayer, Bloodthorne, Syth of Vyse, and not to mention the many heroes with silence in the game. Sorry but its a no for me. Also mage slayer and skull basher already build into overall better items.
