Since Ocean Hearts removal in 7.32, there is no longer an item that affects a hero based on being in water, these water mechanics are exclusively on heroes now. I really like the idea of this effect, especially if it were buildable for a hero that spends time in the midlane. This item is a mixture of a bracer/null/wraith type item and a regen item like basi or headdress. Because these items are generally passive, to make the mechanic a little more engaging it has an active that helps the midlaner shove the creepwave and reciprocate help from allies ganking their lane. Because it grants stats and constant but slow regeneration sustain, it can be seen as a replacement of bottle for the midlaners in previous patches who were pushed into the safe or offlane because they didnt want to buy a bottle in water rune meta (ex. TA, Medusa, Gyrocopter, DP). It is a little more expensive, but the active can really help these types of heroes shove wave to save their flash farming abilities for the jungle and ganking.
