This rework does remove the attacking as magical damage, which is unfortunate, but lowers the cost, moving the magic resistance reduction to the veil of discord active (which it builds out of) this also makes veil of discord a more viable item, as it builds into a late game break.
This item is designed for spell caster right clickers like Muerta, Storm Spirit, QOP, Ember Spirit, Enchantress, Puck etc.
Witch Blade has always been a good item on such heroes, and building into veil allows them to pivot towards more magical damage without losing right click. The break also plays well into enemy cores.
